Challenge:                            Project Managers’ P3e activities where pasted on a spreadsheet in rows. Columns where assigned various resource codes. Managers’ projects were printed out to fill in the appropriate hours in the cells corresponding to the correct resource at the activity level. Open columns at the far right end of this spreadsheet where used to assign Non-Labor hours or Contract and MIPR dollars. Whole Work Breakdown Structures and Milestones were resourced which is not the correct method within P3e or P2(P6). Non-Labor parent and child codes were not consistent, Military Interdepartmental Purchase Requests and Contracts needed owning organization codes, which is mandatory for P2(P6).

Solution:                            Created a MS Excel Macro Driven spreadsheet as a P2(P6) tool utilizing visual basic click button control and drop down combo boxes for interacting with management which incorporates project specific pasted activity rows, all USACE resource labor and non-labor codes and defines WBS or Milestones locked out not able to be resourced. Activities are assigned columns including project owning organization, contract, MIPR, Labor or Non-Labor which quickly, accurately and consistently sum up and define by assignment all budgeted project hours and costs. This process allows quicker, consistent and more accurate Matrix completion, which enables P2(P6) input to proceed quicker since codes are consistent with P2(P6) libraries, which results in less project downtime and a comparison for budget balance.

 

Challenge:                             Upon creation of Project Managers’ activity logic, lag is incorporated between activities with either a predecessor or successor to start or finish on a specified date. Guessing at duration of lag deducting weekends and holidays, depending on which calendar the resourced activity is loaded with, was time consuming and trivial until the right number typed arrived at the desired date. This was time consuming and created doubt in the confidence of Project Managers on the P2(P6) knowledge of schedulers and the security felt by Project Managers of their projects in someone else’s hands was decreased.

Solution:                             Created a MS Excel Macro Driven spreadsheet as a P3e tool utilizing visual basic and incorporates different resource work calendars to be used when using lag between predecessors or successors to quickly and accurately forecast start or finish dates which pin points the lag duration based on the date desired. This alleviates doubt of efficiency for the Project Managers and creates confidence of trust for their projects handled by the P2(P6) deployment team.

 

Challenge:                             When pre-deployment of P2(P6) data compiling was initiated it became apparent a database was needed to track all Project Initiation Forms required before a project is scheduled. A MS Access Database was designed to input data from the PIFs. Later reports of over 250 different projects within programs were needed to check the status to accomplish the milestone date of P2(P6) deployment.

              Solution:                             Maintain and custom develop a MS Access SQL driven Database as a pre P3e tool for managing, updating, grouping, status and reporting Project Initiation Form readiness, program summaries, inconsistencies, missing data fields and Total Authorized Cost using SQL query driven filters based on custom criteria. This quickly pin pointed the Projects that needed special attention that might have overrun the deployment date of P2(P6).

 

Hake Group - Bogan / Valero Oil Refinery / Paulsboro, NJ – USA

Challenge:                            Cost and labor updates were printed in Adobe format from Timberline. Over 130 rows of cost code update information were manually entered into a MS Excel spreadsheet. Preparing the updates for budget forecast and weekly projections required one staff member absolute focus of two days. Pressure to establish a smaller duration of update turnaround lead to data entry errors and quickly diminished report accuracy confidence.

              Solution:                            Created Visual Basic Macros to automate downloads, group, summarize and process weekly Timberline data into a MS Excel spreadsheet. This process included actual labor hours, labor and equipment cost and all cost codes associated to specific areas for budget forecasting and weekly projection reports.

 

Challenge:                             After updating weekly installed quantities in MS Excel spreadsheets, this information was manually entered at the appropriate cost code within an actual cost and labor MS Excel spreadsheet. This method, with MS Excel functions, established weekly-earned value. Errors leading to deadline failure needed elimination.

              Solution:                             Created point and click software utilizing a MS Access custom menu driven database to import all weekly installed quantities from MS Excel spreadsheets and Timberline actuals for SQL query. The final product established budget forecast, weekly cost projections and earned value reports. This established an efficient, secure, consistently accurate and effective reporting management system.

 

Challenge:                             Upon review, analysis and discussion of specific cost code budget overruns, it was apparent the current MS Excel spreadsheet updates and verbal method of communicating change order cost coding was outdated or not reaching all intended craft foremen. This lead to numerous cost code transfers, lengthy research of filed time sheets, inaccurate earned value reporting and improper analysis of craft production.

              Solution:                             Created and managed a MS Access custom menu driven database to daily import Timberline project cost codes and compare queried history dictionaries. This enabled select craft foremen to receive updated daily or weekly cost code charge lists, prevented budget deviance, ensured more accurate labor cost coding and quickly established the need for change order estimates required.

 

Challenge:                             As the final portion of the awarded contract was revised to cost reimbursable, reported installed quantities became questionable because the method of Primavera schedule update and quantity installed was driven by opinion percent complete. This easily misleading method prompted the request of progress measurement.

              Solution:                             Developed and maintained detailed commodity takeoffs in MS Excel spreadsheets utilizing blueprints and Timberline estimates. Responsibilities became inclusive to daily site walk downs and tracking the entire project for conduit installation. Reports grouped and summarized by actual date of installation. This reporting system established accurate and accountable project progress.

Challenge:                             Trax Gate Log updates were supplied weekly from accounts payable on floppy disk, which was used to update Prolog Accounting Management System. Once receiving the disk, over 800 rows of cost code update information had to be formatted from text to MS Excel format with the labor hours column formatted as numbers and the cost column formatted as dollars. Four units had to be cut into new sheets separating labor, material and subcontract code types, which totaled twelve update sheets. This process, without error, had a minimum four-hour duration.

              Solution:                             Created Visual Basic Macros to automate importing the Trax Gate Log into MS Excel spreadsheets including all formatting, unit grouping, labor, material and subcontract separation, twelve-page reporting, and total summaries. This user error free process finished briefly after a button click.

 

Challenge:                             Once Trax Gate Log updates were established within MS Excel spreadsheets the cost codes needed to be matrixed to a new coding structure. This required a MS Excel cross tab query, which demands all data compared and dictionaries to ascend in order. If a new cost code was present, it was apparent since the number of rows compared was greater than the dictionary. With numerous delicate areas for user error, matrix-coding inconsistency and added review sessions, this process, without error, had a minimum five-hour duration. After completion of reports, over 800 rows of cost code update information had to be reviewed and entered in Prolog Accounting Management System, which, without error, had a minimum thirteen-hour duration.

              Solution:                             Created point and click software utilizing a MS Access custom menu driven network database for grouping and reporting. Custom tools provided cost code matrix dictionary comparison for new code reports, automated SQL query summation, cost code transfer capabilities and prior week comparison reporting. Data input duration into Prolog Accounting Management System significantly decreased due to efficiently updating only those cost codes reported having a change. Comparatively the Trax “Data Reporter” System was an absolute positive impact opposed to embarrassing client report errors and total process duration of three days. This new entire process from Trax Gate Log import to Prolog Accounting Management System update completion used untouched data transfer, eliminated user error and achieved two-hour total process duration.

 

Challenge:                             Within the project time span, multiple craft promotions to foremen positions existed and over 260 project change orders occurred. In result, numerous time sheet cost-coding errors became a normal but frustrating expectancy. Upon personal lengthy research of filed time sheets, transferring incorrect charged accounts including, change orders or misunderstood cost code descriptions due to limited character space within Trax code listings, a more cost and time efficient process needed to be developed to verify and code time sheets.

              Solution:                             Created automated cost code dictionary updating process in a MS Access custom menu driven network database used for searching all existing cost codes with description, unit, responsibility and / or key word only. This system ensured the most current cost code reports and ensured proper timesheet cost coding.

 

Challenge:                             Upon contract fulfillment, numerous obstacles in construction became an overwhelming management problem in determining responsibility of cost. Between the client’s various methods of change order status leading to continuous indecision of approval or denial and contractor construction continuing to be captured within cost code overruns, an equal communication and reporting method needed to be established.

              Solution:                             Created a MS Access custom menu driven network database for tracking over 260 change orders. Cost code information included request date, status, category, estimate hyperlinks, distributed cost, distributed labor, responsible party and approval or denial date. By incorporating a data field for setting total lead-time from request date of each change order, reports were derived for decisions due. Grouping by category, the client and contractor could easily determine proper summation and responsibility of cost including, vendor back charges, cost increases, within scope of contract, rework and design change categories. After lengthy analysis of time sheets from project day one, related portion cost code budget overruns were addressed and transferred to the appropriate managed categories.

 

Challenge:                             During a third quarter project meeting the cost projection submittal of a specific sub-contractor had tremendously exceeded expectation. Research began into the sub-contractor work accomplished and work remaining. The tracking method used for the sub-contractor was copied invoices, associated checks paid and the accounts payable list of invoice numbers. Weekly budget reporting and a data management system needed to be established.
